MCISD
Carnaval/Tax Increase/HEB Rewards receipt OUTCOME:
Board thanked community attendees for their support at the MCISD Carnaval,
thanked community for voting on the tax increase, and reminded community to
contribute their HEB receipts which give monetary contributions to the school
districts that submit these receipts. 2.

Contest/Contributors/Applications OUTCOME: Board
requested entry applications, none were submitted, contest will remain open
until Nov.20, 2003. 7 Board informed of contributions by Justice of the Peace
Alfredo Garcia. 3.
X-Mas
Caroling/Gift Project OUTCOME:
Board informed on future project for the Xmas holiday which will
targe the Quad City area senior citizens, this item was postponed until
the following meeting. 4.
EMT-B
Training/Extrication Course OUTCOME:
Board informed of the extrication/disentanglement course taken by the volunteers
of the Quad City area in Hebbronville on Nov.8, 2003. Course trained individuals on how to extricate individuals
involved in vehicular accidents, usage of certain equipment to facilitate
extrication amongst other things. All individuals were certified on the
extrication skills. 5.

Board informed attendees of the availability of list of QCCAP members and list
of contacts which support QCCAP such as law enforcement and other organizations. 6.

Event/Booths Dec.6, 2003 OUTCOME:
Board informed of event taking place on Dec.6, 2003 for the F.F.A. which will
allow others to set up booths at a fee of 10.00 and 5.00 for game booths. 7.
Quality
Care Amb. Service 10th Anniversary Event OUTCOME:
Board informed of event that will take place on Nov.15, 2003at 6:00 p.m.
at the V.F.W .in Hebbronville for the 10th Annv. Of the
Quality Care Ambulance Svc. In Jim Hogg County. Free
games, food, prizes and educational literature will be given at this event II.

ACTION ISSUES: 1.
Laredo
Job Corps Presentation OUTCOME:
Outreach, Admissions and Placement Coordinator J.D. Lopez gave an insightful
presentation of the services provided by Laredo Job Corps.
QCCAP will in a future begin to help with the process of recruiting
individuals from the ages of 16-24 within the Quad City area who wish to
participate in this program. In general the program offers many vocational,
educational and career choices for those whom still wish to succeed in life. 2.
EMService
provided by City Of Laredo OUTCOME:
Document of Interlocal Cooperation Agreement Between the City of Laredo and
County of Webb was rendered to board members.
Document in general states the type of services rendered to the County of
Webb such as fire protection, emergency medical and rescue services.
Given that Commissioner Gutierrez was not available for comment because
of other commitment. Inquiries were made about the increase of fees by the City of
Laredo to provide services. Contract
includes forms signed by several county officials, dated October 27, 2003,
document lacks signatures from City of Laredo officials. If you wish to obtain a
copy of this document you may do so by requesting it from any of the QCCAP board
member. 3.
Webb
County donation-Playground Equip. for Schools OUTCOME:
Board was informed by Mr. Mario Garcia that the playground equipment which will
be removed from the county park in Mirando can not be donated to anyone since it
does not meet standards, equipment will ultimately be demolished.
Clarification was made by board president that this item was to discuss
the contribution of playground equipment to several school districts in Laredo
made by Webb County. Board wished to discuss consideration of such donations for
school district in Mirando City. Item was postponed for following meeting. 4.
Update
on Community Bulletin Board OUTCOME:
No information was provided and Item was postponed for following meeting. 5.
Update
on Community Parks OUTCOME:
Mario Garcia in representation of Comm. Gutierrez informed
attendees of bid awarded to Zertuche Construction for the construction of both
community parks in Mirando City and Oilton. Work
on parks will begin by the end of November.
President questioned the order to proceed action since in the last QCCAP
meeting, Mr. Juan Vargas from the Economic Development informed that the order
to proceed had been submitted and work would begin on Oct.21, 2003. Statement
was made that it is a done deal and that the parks will eventually be built. 6.
UpdateDebris
problem/Roadside maintenance/Homes w/mice problems OUTCOME: Board
was unable to acquire an answer to this item since Jose Luis Rodgriguez from the
Webb County Road and Brdige was unable to be present at this meeting. Attendees
mentioned the need to have our county honor the debris pickup schedule, the need
to have the sides of the road maintained and the need to beautify the community
by removing abandoned cars. Lt.
Sanchez of the Sheriff’s Dept. made a suggestion to establish beautification
committee and work with a wrecker service that will be willing to remove the
abandoned vehicles at no cost to the owners.
For this QCCAP will appoint a committee and soon there will be
individuals approaching citizens in all four communities to make arrangements
for the removal of unwanted vehicles. Item was postponed for following meeting. III.
NEIGHBORHOOD
WATCH ISSUES 1.
Reports
to Law Enforcement OUTCOME:
President mentioned the incident of individuals discharging fire arms in
the community. Officers present mentioned that citizens should call
Sheriff’s dispatch for these type of incidents and those that are presumed to
be criminal in nature. Deputies are
willing to work with citizens of the community to patrol with them. 2.
Deputy
Patrolling Schedules OUTCOME:
Lt. Sanchez mentioned that there is a deputy on patrol 24 hrs. in our area but
since there is only one unit it is hard to patrol the whole area at one time.
President questioned the overall problem as to why there is very low patrolling
in the area. Lt. Sanchez informed of the lack of manpower and funding.
Presently deputies are working overtime to meet patrolling schedules and
the Homeland Security Dept is working to get more funding. 3.Update:
National Sheriff’s Association/Fairfax VA. Police Dept.-Sgt. Ed OCarroll OUTCOME: President
informed of Wireless Foundation not able to donate cell phones for neighborhood
watch program. President informed of Cingular Wireless considering donating cell
phones and airtime in a near future. Cingular wireless is presently facing
cutbacks and informed of removal of services to other community organizations
whom they have provided services for in the past. Possibly by the start of the coming year things might take a
turn for the better and we might get this service from Cingular Wireless.
QCCAP will continue to look for other resources to obtain cell
phones. There was mention of
decrease in vandalism and other small criminal activities in the community.

Other
Potential Resources/Abraham Diaz El protector OUTCOME: President
informed of contacting Abraham Diaz from the Laredo Police Dept. for help with
the cell phone issue. Mr. Diaz will contact other wireless communication
providers and will update president. IV.

R.N. & TAMIU student Rosa Atwell gave a brief statement to board of the
present survey being done in the Quad City Area by Texas A&M International
University in regards to some of the needs of rural
communities.
Mrs. Atwell made mentioned that although the report has not been
culminated, from the findings of the presently gathered information, it can be
safe to say that the greatest concerns in our communities are those of FIRE and
EMS services and Public Safety. Mrs.
Atwell was unable to gives a detailed report, but she mentioned that the present
information gathered, would be made available to the QCCAP board members. Public Comments VI.

As a service to the community the Quad City Community Action Program is proud to present the seminar "Understanding Parents and Children's rights in the School System". The presentation will be conducted by Parent Advocate Rose Cruz from Laredo Texas. The event will take place on October 15, 2003 from 7:00 p.m. to 9:00 p.m. at the Quad City Community Center. The seminar will be conducted in English and Spanish and there will be a question and answer session. This seminar is reared towards promoting efficiency and positive outcome between parents, students and our school districts. QCCAP believes in providing the tools which will help for parents and students to become empowered and in turn will have positive outcomes for the benefit of our children. This is why QCCAP urges and encourages parents from the surrounding school districts in the Quad City area to attend, and even parents from Laredo are welcomed to assist as well. Remember that "Knowledge is Power" and the only thing that prevents for each of us to be taken into consideration and to be treated equally, is the difference between remaining unaware or to take advantage of the resources provided for our awareness. We are hoping everyone can come out and join us for this educational and empowering event. In closing, I would like to leave you with the following words that are the motto of the great State of Missouri; "Salus populi suprema lex esto" "The Welfare of the People shall be the supreme law" words taken into consideration by QCCAP when we provide these type of services for our communities.
